In these uncertain times, what should TA leaders do now?

Spoiler alert: the answer has less to do with the overall economy and more to do with your company's specific opportunities and challenges.

Add to this macro-economic backdrop the drumbeat of agentic AI, a re-appreciation of skills and capabilities, and a shrinking working-age population, and the old TA playbook starts to feel outdated.

Recently, a friend told me about a conversation with a TA leader who wants to make TA frictionless by removing all recruiters and coordinators. I've heard versions of that story many times over the last couple of years, but I have yet to see an actual company that operates that way. I do believe significant transformation through AI and automation is coming. But I think the more important question isn't whether TA gets automated — it's what the role of TA becomes. What value does TA bring to the business beyond filling jobs faster, cheaper, and better?

Two years ago, I wrote a short piece arguing that if you want to improve TA, you have to start by defining what “better TA” actually means for your business. That question still matters today. Putting people in seats is essential — it's also table stakes. The real opportunity is in what only TA and humans can do.

Here's the model I use to think through where that value actually lives.

The Talent Acquisition Optimization Framework

The TA Optimization framework visualizes the system that underpins Talent Acquisition. Rather than a list of disconnected best practices, I think about TA as a system — four process steps that move talent through your organization, built on four enabling capabilities, and anchored by a single core: skills. Together, these eight gears — plus the skills core at the center — make up the full framework.

The four process steps

Forecast. Based on your critical business objectives and initiatives, determine the key skills you'll need and build a plan to close the gap with your existing workforce. This is where TA stops reacting to reqs and starts translating business strategy into a talent plan.

Attract. Leverage your employer brand and culture to inform and attract the people who have the skills you need — and just as importantly, to signal to the people who aren't a fit. A strong EVP is a filter, not just a marketing exercise.

Select. Build a process and a candidate experience — two sides of the same coin — that is fair, efficient, and genuinely surfaces the best talent for the organization and the role. This is where trust in TA is won or lost.

Onboard & Engage. Execute a program that gets new hires excited about your company and gets them to full productivity as efficiently as possible. The best sourcing and selection process in the world is wasted if people don't ramp.

The four enabling capabilities

Team Structure & Governance. The mechanisms and change capabilities to actually drive the engine — clear ownership, decision rights, and the ability to flex as the business and the labor market shift.

Brand & Employee Value Proposition. Talent Acquisition is, at its core, about branding an employer as an employer of choice and selling candidates on the career opportunities a company offers to top talent with the right skills and career aspirations.

Process & Experience Design. The connective tissue across Forecast, Attract, Select, and Onboard that keeps every stakeholder — candidate, hiring manager, recruiter — moving through a coherent, intentional journey rather than a patchwork of handoffs.

Technology, AI Tools & Data. The platform and tooling that support the process above and make it feel intuitive for everyone involved, plus the data and insights that inform better decisions along the way.

The core

Skills are the fuel that powers the eight gears to create a single, coherent engine. Forecasting is a skills exercise. Attraction is about signaling the right skills to the right people. Selection is about assessing skills fairly. Governance and technology exist to support skills-based decisions at scale. When skills sit at the center of your TA Engine, the four process steps and four capabilities stop being separate initiatives and start operating as one system.

Why this matters right now

In a no-hire/no-fire environment, most TA teams have been cut to the bone, and the instinct is to freeze — wait for the market to move before investing in anything. That instinct is understandable, but it's backwards. A frozen market is exactly when the gap between companies with a real TA Engine and companies with a collection of ad hoc practices becomes visible. When hiring does pick back up — and it will, in pockets, unevenly, driven by specific skills gaps rather than a broad recovery — the companies that used this window to strengthen even one or two of these eight gears will be the ones ready to move fast and well.

You don't need to overhaul all eight gears at once, and you almost certainly don't need to rebuild a full TA department to do it. Most growth and midsize companies I talk to have a real gap in one or two specific gears — often Forecast, Process & Experience Design, or the Technology/Data capability — not across the board.

What's next, practically

Start by asking: of these eight gears, which one is quietly costing us the most right now? Which one, if we fixed it in the next two quarters, would change how the business experiences TA?

That's usually where fractional, specialized TA support is the right answer — targeted expertise applied to the one or two gears that matter most, without the overhead of standing up a full internal build.

So — which of the eight gears is grinding the loudest at your company right now? If you're wrestling with any piece of this engine — Forecast, Attract, Select, Onboard, or the governance, process, and technology capabilities underneath — I'd welcome the conversation.
